The State Institute of Rural Development (SIRD), Mizoram has its origin back in the year 1991-1992. However, the SIRD began functioning from its campus at Kolasib in 2002. SIRD had satisfactory achievements while it functioned from Kolasib by mobilizing resources from different sources. Besides organizing mandatory trainings funded by the Ministry of Rural Development, Government of India and Government of Mizoram, the Institute was appointed as an agency to carry out evaluation of IWMP projects within Mizoram, CAPART projects, etc. It maintained cordial relationship with societies and NGOs. The nomenclature has also been changed to State Institute of Rural Development & Panchayati Raj to accommodate and cater training needs under the Ministry of Panchayati Raj, Government of India from the year 2015.

Meanwhile, following the instruction of Government of India to have SIRD headquarters at the state capital, construction works of the campus was taken up in the year 2011 with the funding from the Ministry of Rural Development, Government of India.

After completion of construction works, the establishment was shifted to its present location, i.e Durtlang Leitan, within the periphery of Aizawl city in the month of October, 2016. Since then, training programmes have been conducted smoothly almost continually either at the headquarters or off-campuses at different districts.

Government of Mizoram declared SIRD & PR as State Level Apex Training Institute for Rural Development in Mizoram on the 1st June, 2015 which marked a great milestone in the journey of the Institute. The Institute is now involved in imparting compulsory training for members of Mizoram Civil Service.
